Cyril played a significant role in designing the group’s programs which included after-school remedial study centers and various job training projects. Later, he became the commissioner of the New York Manpower and Career Development Agency, where he centralized his efforts to help the poor find better work. He died after several strokes in 2016 at his home in North Salem, New York. He was 89 at that time.
